Kashmir Gulposh, a transnational collective dedicated to peace, justice and prosperity for Kashmir, vehemently condemns Canadian Prime Minister Mark Carney’s decision to invite Indian war criminal and Prime Minister Narendra Modi to the G7 Summit. This invitation represents a profound betrayal of commitment to human rights, Indigenous sovereignty, and international justice. We demand his arrest and prosecution.
Modi: Architect of Genocide and Settler-Colonial Violence
Narendra Modi stands as the architect of an ongoing genocide against Indigenous Kashmiris. Under his Hindu-nationalist BJP government since 2014, and particularly following the illegal abrogation of Article 370 in August 2019, Kashmir has endured:
• Aggressive genocidal demographic-engineering: the implementation of new domicile laws facilitating the settlement of over 80,000+ non-Kashmiris between 2022-2024, constituting deliberate demographic transformation aimed at erasing Indigenous Kashmiri presence
• Digital apartheid: the world’s longest and recurring internet shutdowns, severing approx. 14 million Kashmiris from each other, and the world
• Mass arbitrary detention: thousands of arbitrary arrests, including journalists, human rights defenders, women and children, and targeted imprisonment of Kashmiri rights defenders like Khurram Parvez
• Gender-based violence: systematic sexual violence documented as a weapon of control against Kashmiri women
• Censorship and repression: elimination of freedom of information and expression through the world’s longest internet shutdowns, implementation of the draconian Media Policy 2020 that allows colonial authorities to examine and censor content for “fake news” and “anti-national activities,” systematic targeting and imprisonment of journalists like Fahad Shah (detained for 600 days) and Irfan Mehraj (currently incarcerated). Media censorship functioning as “digital apartheid” and criminalizing dissent to prevent Kashmiris from documenting or reporting their lived experiences
• Environmental destruction: accelerated deforestation, mining operations, and hydroelectric projects that dispossess Kashmiris from ancestral lands while exporting resources to benefit outsiders
• Cultural erasure: restriction of religious practices of Muslim Kashmiris, and systematic marginalization of Indigenous Kashmiri language and histories
Pattern of transnational repression
Modi’s crimes extend far beyond Kashmir’s borders. Canada’s RCMP has pointed to the Indian government’s deep involvement under Modi in:
• Indian state sponsored murder: The assassination of Canadian citizen and Sikh leader Hardeep Singh Nijjar in Surrey, BC
• Systematic threats: India has been issuing credible threats and harassment against over a dozen Canadian residents advocating for Sikh and Kashmiri rights through transnational networks
Canada’s silence and complicity
Despite documented evidence of mass graves, enforced disappearances, systematic rights violations in Kashmir, and multiple genocide alerts being issued, Canada has maintained silence and complicity in ongoing war crimes, crimes against humanity, and genocide in Kashmir. The Canadian government has consistently failed to name these crimes for what they are, shamefully prioritizing “economic” interests over the sanctity of Kashmiri and Sikh life, fundamental freedoms and rights.
By inviting Modi to Canadian soil, Prime Minister Carney:
• places Canadian Kashmiris and Sikhs at further risk of state-sponsored violence and intimidation
• undermining of the rule of law by hosting an individual whose government stands accused of criminal conspiracy
• provides international legitimacy to a leader overseeing documented genocidal policies
Our Demands
Kashmir Gulposh demands:
1. Immediately arrest and prosecute Modi: Canada must arrest Modi as a war criminal under international law and initiate prosecution proceedings, fulfilling its obligation under the principle of universal jurisdiction to prosecute those responsible for genocide, war crimes, and crimes against humanity
2. End intelligence sharing: Canada must terminate all intelligence and security cooperation between Canada and India, as it compromises Kashmiri and Sikh diaspora safety
3. Sanctions and accountability: Canada must implement targeted sanctions against Indian officials responsible for human rights violations and support international criminal proceedings
4. Protection of Kashmiri and Sikh diasporas: Canada must enforce the rights protections of Kashmiri and Sikh communities from India’s state-sponsored threats
Call for Solidarity
We call upon all supporters of human rights, Indigenous sovereignty, and international justice to:
• join ongoing protests in Calgary condemning Modi’s presence
• contact elected representatives demanding Modi’s arrest and prosecution
• stand in solidarity with Indigenous Kashmiris facing genocide
As stated in our foundational principles: we recognize that the Kashmir freedom and self-determination movement is interconnected with the liberation struggles of all Indigenous and oppressed peoples globally.
Justice and freedom for Kashmir should not have to wait. Canada’s silence, inaction and complicity must end.
